NIGP: The Institute for Public Procurement
Rick Grimm became NIGP’s fifth Chief Executive Officer in January 1998.
Rick holds a Bachelors Degree in Business Administration from the University of Miami and a Masters Degree in Public Administration from Florida International University. He served county governments and public school districts for 23 years, including over 12 years in the management of the public procurement function.
Under Rick’s leadership, the Institute re-wrote its major curriculum, added distance learning opportunities to NIGP’s growing list of educational offerings, and instituted a number of new online resource tools. In support of the Board’s strategic plan, the Institute is leading a collaborative effort to develop a robust list of public procurement practices that are based on six key values and related guiding principles.
Key initiatives for the next few years include an engaging governance model, the use of technology to deliver high-quality and relevant services to customers, the development of academic communities in an effort to develop a curriculum framework for colleges and universities, the development of a comprehensive, sustainable Public Procurement Body of Knowledge, and the creation of formal partnerships with other leading public sector associations to ensure relevancy and advocacy for the profession.

Bonnie is the Founder and President of The Forefront Group, a WBENC certified woman owned small business with focus on sustainable strategic supply management transformation. The Forefront Group is proud to have served hundreds of clients since its inception in 2002, including 50 Fortune 1000 clients.
Keith is also an adjunct faculty member at both the University of Tennessee where she supports the Vested and graduate and executive programs, including being a key faculty member for custom Strategic Sourcing programs for the United States Air Force. Dr. Soheila R. Lunney

Dr. Soheila R. Lunney, is the President of Lunney Advisory Group LLC, and co-author of the book “The Procurement Game Plan: Winning Strategies & Techniques For Supply Management Professionals.” She is an advisory board member for several universities and organizations. She also served on the Board of Directors of the Pittsburgh Chapter of the Institute for Supply Management (ISM) from 2005 – 2011 and returned to the board in 2015. She was also named the “Educator of the Year” by ISM-Pitts chapter in 2015.
Prior to founding her company, Soheila was Vice President of Procurement for Education Management Corporation (EDMC). She was also Director/Deputy to Chief Procurement Officer at Bayer Corporation where she held various positions with increasing responsibilities in research and development, logistics, customer service, materials management, and procurement.
Dr. Lunney obtained her Bachelor of Science (BS) in Chemistry from National University of Iran, and MS and PhD from University of East Anglia in Norwich, Great Britain.
Dr. Lunney is a frequent speaker on supply chain management at professional organizations and conferences, sole holder of a U.S. Patent relevant to Polyurethane Technology, and author of several publications.
Dugan Petty
Senior Fellow, Center for Digital Government and the Governing Institute
As a Senior Fellow for the Governing Institute he led the 2015 state procurement survey project that resulted in the state procurement ranking published in Governing Magazine in February 2016. He helped facilitate and led the development of the Center for Digital Government’s Best Practice Guide for Cloud and as-a-Service Procurements published in September 2014.
While serving as Oregon’s Chief Procurement Official he co-chaired a cross-boundary taskforce modernizing Oregon’s procurement statutes and a led a strategic sourcing initiative called Smart Buy that improved contract outcomes and reduced costs.
Before coming to Oregon, he was the Alaska Director of General Services and also served as Chief Procurement Officer for the State of Alaska.
Dugan is a past president of both NASCIO and NASPO and a founding member and past Chair of the Western States Contracting Alliance – now NASPO ValuePoint.
NASCIO recognized Dugan’s leadership and contributions in 2013 with its Meritorious Service Award. Government Technology named him one of its Top 25 Doers, Dreamers and Drivers for 2011. He received the Julio Mazzone Distinguished Service Award in public purchasing in 2004.

A former White House official and corporate citizen, Michele works primarily with executives who want to be more effective in their work, grow their strategic vision and expand their leadership skills. Over the years, she has trained and mentored hundreds of other coaches and is considered a “coach’s coach.”
Prior to owning her own business, Michele was a senior executive with the Wexler Group, a leading lobbying and public affairs firm in Washington, DC, and served as Chief of Staff to CEO Anne Wexler. Clients included Fortune 100 companies, non-profits and trade associations. In 2010 through 2011, she was honored to serve as Executive Director of the Ronald Reagan Centennial Commission, a bipartisan, year-long effort appointed by President Obama. Michele was a principal organizer of the State Funeral of President Gerald R. Ford and previously organized the State Funeral of President Ronald Reagan, heading ticketing and staffing operations for all events in Washington, DC.
